P632-M recovered shabu destroyed in Ilocos Sur

CAMP BGEN OSCAR M FLORENDO, La Union – In a decisive move against drug trafficking, 93 packs of dangerous drugs (shabu), weighing 93,042.52 grams, valued at P632,689,136.00 were incinerated by authorities in Caoayan, Ilocos Sur, on July 8.  Said illegal drugs were those recovered in a series of drug haul in the coastal areas of Ilocos Sur. The destruction of dangerous drugs, held at a secure location, was graced by key officials including Brig.Gen.Lou Evangelista, regional director; Col Darnell Dulnuan, provincial director of Ilocos Sur Police Provincial Office; USEC Moro Lazo, PDEA, Director General; Governor Jeremias “Jerry” Singson; Sanguniang Panlalawigan Member Efren Rambo Rafanan; representative from DOJ and Local Chief Executives from different municipalities of Ilocos Sur. Evangelista highlighted the importance of the joint effort in eliminating drugs from communities, stressing the collaboration among stakeholders and agencies. He highlighted the role of public cooperation in achieving a drug-free Region 1, emphasizing the collective responsibility to safeguard the region’s safety and well-being. The successful operation marks a big step in the ongoing campaign against illegal drugs, demonstrating the region’s commitment to creating a drug-free environment through coordinated efforts and community.

144.5 grams of illegal drugs seized, five drug pusher nets in Ilocos region

CAMP BGEN OSCAR M FLORENDO, La Union – The Police Regional Office-1 conducted three successful operations yields the arrest of five drug personalities and seizure of 134.5 grams of suspected shabu with SDP of P914,600.00 and  ten grams of suspected dried marijuana leaves with SDP of P1,200.00 in Ilocos region, on July 5, 2024. In Binalonan, Pangasinan, buy-bust operation was conducted by joint operatives of RPDEU1 (lead unit), RID PRO 1, PDEG SOU1, PDEA Pangasinan, PIU Pangasinan, PDEU Pangasinan, and Binalonan MPS, in coordination with PDEA RO1 against 54 year-old High Value Individual resident of Urdaneta City of the said province which resulted in his arrest and seizure of 100 grams of suspected shabu with SDP of P680,000.00 contained in ten pieces of heat-sealed plastic sachets (1 sold and 9 possession). Meanwhile in City of San Fernando, La Union, two separate buy-bust operation was conducted. The first operation was done by City of San Fernando PS (lead unit) together with RID1, LUPIU, LUPDEU, TSC-RMFB1, 1st and 2nd LUPMFC, and PDEA LUPO, in coordination with PDEA RO1 against the 33 year-old Street Level Individual resident of Caloocan City which yield to his arrest and recovery of 30 grams of suspected shabu with SDP of P204,000.00 contained in 2 pieces heat-sealed transparent plastic sachets (sold and seized). While the second operation was conducted with the same units, still in coordination with PDEA RO1) which resulted to the arrest of three Street Level Individuals, aging 28, 33, and 17 year old, all residents of Caloocan City. Recovered evidence includes 4.5 grams of suspected shabu with SDP of  P30,600.00 contained in three pieces heat-sealed transparent plastic sachets(1 sold and 2 seized) and 10 grams of dried marijuana leaves with SDP of P1,200.00 contained in 1 piece transparent dental floss box (seized). These outstanding achievements illustrate the vital and persistent commitment of the men and women of Police Regional Office 1 to the fight against illegal drugs. With that, Regional Director Brig. Gen. Lou Evangelista lauded and praised them for the work well done, and directed them to continue keeping PRO 1 a safe and secure homeland.

P6.7-M shabu recovered in Cabugao, Ilocos Sur coastline

CAMP BGEN OSCAR M FLORENDO, La Union — Another pack of illegal substances was recovered off the coast of Barangay Daclapan, Cabugao, Ilocos Sur, on evening of June 29. Initial tests conducted by the Provincial Forensic Unit of Ilocos Sur confirmed the substances as Shabu, with a total net weight of 997.51 grams and standard Drug Price of Php P6,783,068.00. The recovery comes in the wake of a similar discoveries in the coastal waters near San Juan, Caoayan and Magsingal, Ilocos Sur where 80 packs of Shabu with net weight of 79, 963.83 grams and Standard Drug Price of P550,537,112.00 were retrieved. According to report, two fishermen who were fishing in the area discovered a floating transparent aqua blue plastic pack. Upon noticing the package, they promptly brought it ashore and immediately reported to Cabugao Police Station. “We commend the swift action and support of these fishermen who reported and turned over the illegal substance,” said Brig.Gen.Lou Evangelista regional director. “Their vigilance and cooperation are crucial in our joint efforts to eradicate and block illegal drug sources in our communities,” he averred. He also encouraged the community to remain vigilant and report any suspicious activities or findings to the authorities immediately. Police Regional Office 1 and other law enforcement agencies continue to collaborate closely to trace the origin of these illegal drugs. As of now, the Ilocos Sur police have recovered a total of 81 packs of Shabu from the coastal areas of Ilocos Sur, weighing 80,961.34 grams with a SDP of  P550,537,112.00.

Pangasinan commits to pay 5% PhilHealth premium contributions of JOs,COS

By Chona C. Bugayong, PIMRO LINGAYEN, Pangasinan—It was a big sigh of relief for the 2,415 Job Orders (JOs) and Contract of Service (COS) employees of the provincial government after Pangasinan Gov. Ramon V. Guico III and PhilHealth, represented by Regional Vice President, Region 1, Dennis B. Adre, signed the Group Enrollment Program (GEP) Memorandum of Agreement (MOA) at the Ceremonial Hall, Urduja House, here. With this, the five percent PhilHealth monthly premium deducted from the monthly salaries of JOs and COS employees will be shouldered by the provincial government. PhilHealth RO1 VP Adre commended Pangasinan for being a trailblazer in the entire Philippines. “Kasi karamihan po ng government employees in the entire country, ibinabawas lang sa mga empleyado nila ang payment of premiums. And talaga pong kakaiba ang probinsya ng Pangasinan dahil they have undertaken to pay the premiums of their JOs and COS,” Adre said. Gov. Guico earlier said that his administration values and recognizes the unselfish efforts and sacrifices of the Capitol workforce, who paved the way for the countless accomplishments of the provincial government. The move was a great way to help uplift the socio-economic status and well-being of employees and constituents as well. ‘Hopefully, tulad ng ginawa natin ngayon na nanguna tayo na nagsubsidized ng contribution, sana gawin din ng ibang probinsiya. Siyempre, you have to take care of your workers. Kapag hindi sila motivated e di buong organization niyo wala rin,’ the governor added. Beyond medical and physical examinations, cash incentives to retirees and recognition of outstanding civil service heroes were provided by the present administration, benefiting Capitol workers. Provincial Administrator Melicio F. Patague II said, “patunay ito na malaki ang pagpapahalaga ni Governor Guico sa kalusugan ng bawat kawani ng Pamahalaang Panlalawigan ng Pangasinan.”

Gov. Guico, Vice Gov. Lambino lead awarding of quarry shares to various municipalities and barangays

Lambino, led the awarding of quarry shares to the 13 municipalities and 28 barangays on June 21 at the Ceremonial Hall, Urduja House, here. The town of Tayug, under the leadership of Mayor Tyrone D. Agabas, received the biggest consolidated 30% share for the first quarter of 2024 alone, amounting to a huge P2,598,935.51. Next to Tayug was the municipality of Sison, headed by Mayor Danilo Uy, with a total share of P1,944,796.94 for the 4th quarter of 2023 and the 1st quarter of 2024, respectively. Other recipients were the towns of Umingan, Natividad, and Sta. Maria, San Fabian, Sto. Tomas, San Manuel, San Nicolas, Mabini, Burgos, San Jacinto, and Villasis. Meanwhile, Barangay Guzon, a component barangay of Tayug, also got the biggest consolidated 40% share on quarry, amounting to P2,808,791.12 for the 4th quarter of 2023 and P2,882,364.94 for the 1st quarter of 2024, for a total of P5,691,156.06. ‘Kami po ay natutuwa sa amin pong natanggap na award na share namin sa Quarry. Pinopropose po namin namakagawa kami ng Day Care Center, multi-purpose para sa mga senior citizens at evacuation center,’ Punong Barangay of Guzon Tedy Canaveral said. Other awardees on the barangay level include Brgy., Cauplasan, and San Vicente (Municipality of Sta. Maria); Brgy. Dungon, Agat, Cauringan, Cabaritan, Esperanza, Artacho, Tara-Tara, Pindangan, and Amagbagan (Mun. of Sison); Brgy. Lipay, Villasis, and Brgy. Colisao, San Fabian, Brgy. Amistad, Tayug, and Brgy. San Jose, San Jacinto, Brgy. San Vicente, San Manuel, Brgy. San Agustin, Sto. Tomas; Brgy. Casaratan, San Nicolas; Brgy. Barangobong, Tayug, and Brgy. Sapa Pequena, Burgos, Brgy. De Guzman, Mabini, and Brgy. Caramutan, Villasis. During the activity, the governor stated that there is no excuse not to comply with the implementation of innovative ordinances, which bear positive results. We have to impose what we need to impose, the governor said. Gov. Guico congratulated the Treasury, headed by Acting Provincial Treasurer Cristy C. Ubando, and PG-ENRO, headed by OIC Vivian U. Oamil, as well as the partner LGUs and barangays, for the efficient collection of fees, with high hopes that all these fees will be put to good use by the barangay and municipal leaders. ‘Kasama po ang ating mga SP Members, asahan niyo po na tuloy-tuloy po yung ganitong klase ng serbisyo ng mga opisyales natin dito sa probinsiya sa pamumuno ni Gov. Pangasinan Provincial Jail cleared of drugs

Bugayong/PIMRO) LINGAYEN, Pangasinan—It’s another feather in the cap of the Pangasinan Provincial Jail after it was declared a drug-cleared controlled facility, on June 19.   PPJ Chief retired PLTCOL Lovell U. Dalisay said the declaration was made by the Regional Oversight Committee on Controlled Facilities headed by Philippine Drug Enforcement Agency (PDEA), Region 1 Director Joel B. Plaza, after a thorough investigation and evaluation as outlined in ‘Guidelines in the Nationwide Implementation of Drug Clearing Program in Controlled Facilities for Persons Deprived of Liberty (PDLs). Among the activities undertaken before the declaration are the following: formulation of the Pangasinan Provincial Jail (PPJ) Drug-Free Workplace Program Policy (DFWP); composition of the Drug-Free Workplace Committee; conduct of search and seizure; conduct of drug testing; conduct of regular intelligence coordination meetings with other law enforcement agencies; and the conduct of DFWP orientation and anti-illegal drug advocacy campaigns and symposiums. The search and seizure operations conducted on March 13 and May 10, 2024, showed negative confiscation of illegal drugs, drug paraphernalia, and other contraband. Drug testing conducted in February and March 2024 on both personnel and PDLs likewise revealed negative results for the presence of methamphetamine and its metabolites, as well as THC metabolites. It’s two in a row for PPJ, as the facility was also a recipient of a plaque of commendation as an enforcer of the drug-free workplace program on November 24, 2023, during the 2023 Drug Abuse and Control Week and Regional Awarding Ceremony held in La Union. The recognition resulted from the PPJ’s dedicated efforts in rendering and implementing the Drug-Free Workplace Program, fully supporting the Nation’s Anti-Illegal Drugs Campaign.   Meanwhile, PPJ continues to implement its restorative and transformative justice programs through spiritual nurture, the Alternative Learning System, livelihood training, and anti-drug use campaigns among Persons Deprived of Liberty (PDL).

SP confirms appointment of Dr. Robeniol as Provincial Veterinarian

Robeniol as Provincial Government Department Head of the Provincial Veterinarian Office, on June 24.   Sponsored by SP Member Jerry Agerico B. Rosario, the resolution that supported the official designation of Dr. Robeniol stated: “After careful examination, scrutiny, and review of the qualifications, records, and experiences of the recommendee, the Sangguniang Panlalawigan finds the appointment meritorious and therefore interposes no objection to said appointment.” Dr. Robeniol was born and raised in Solano, Nueva Vizcaya, but is now a resident of Laoac, Tayug, Pangasinan, having lived there for 29 years after marrying Dr. Roger Robeniol. They are blessed with three children. A graduate of Doctor of Veterinary Medicine program at Central Luzon State University, Dr. Robeniol rose from the ranks in the provincial government as a casual employee in the year 2000. She was then promoted to Livestock Inspector II from September 2003 to August 2005 and to Veterinarian I from September 2005 to August 2014. She rose to Veterinarian II in September 2014, a position she held before her appointment as Officer-in-Charge of the department under the tenure of Governor Ramon V. Guico III. Dedicated to her profession, the newly confirmed OPVet head vowed to remain proactive in the strict implementation of border control measures for the intra- and inter-regional movement of animals and by-products and will remain an advocate of transparent leadership. “Dr. Robeniol epitomizes the merits of a dedicated steward of livestock health in Pangasinan. For over 24 years of unwavering public service, she has tirelessly ensured the province’s defense against harmful pathogens and diseases that threaten its valuable livestock and poultry industry. Additionally, she has spearheaded community awareness campaigns aimed at rabies prevention, further demonstrating her commitment to public and animal health,” the Sangguniang Panlalawigan Facebook post read. At present, OPVet is in close coordination with its counterparts to ensure the successful conduct of various programs and projects of the provincial government, as embodied in ‘Serbisyong Ang Galing! thrust, which the present administration is instituting.   In addition, Dr. Robeniol said programs like the anti-rabies campaign, management of animal production, and maintaining the health of domesticated farm animals were intensified to adhere to the thrust that Gov. Guico envisioned to attain in the years to come.

Drug group member, arrested in Ilocos Sur

CAMP BGEN OSCAR M FLORENDO, La Union — A member of the drug group, was arrested by the personnel of the Bantay Municipal Police Station in the province of Ilocos Sur and caught with illegal drugs, after a search warrant operation was conducted at his house in Bantay, Ilocos Sir, on June 21. Pursuant to the search warrant issued by Presiding Judge Fatima F Vitamog-Querobin, Branch 9, Regional Trial Court, Narvacan, Ilocos Sur, the operation was launched against the 37-year-old member of the drug group in the province, who is on record of PDEA as High Value Individual. The Bantay MPS (lead unit) was accompanied by the personnel of ISPIU, RIO1, ISPDEU, 1st ISPMFC, ISPPO, PDEA, ISPO, and 101st MC RMFB1, when the operation was carried out The police recovered as evidence seven grams of suspected shabu with a Standard Drug Price of P47,600.00 contained in three pieces of heat-sealed transparent plastic sachets. The meticulous inventory and marking of pieces of evidence was done on-site in the presence of mandatory witnesses, as required by law, and the suspect, who is facing a charge of violation of Republic Act 9165 known as the Comprehensive Dangerous Drugs Act of 2002.

Pangasinan cops nets 3 drug pushers

A high-value target, known as “Nanay,” was apprehended in Brgy. Tomana West, Rosales, Pangasinan. The 67-year-old suspect, a resident of Urdaneta City, Pangasinan, was captured by joint operatives from the Regional Police Drug Enforcement Unit 1 (RPDEU1), Regional Intelligence Division of Police Regional Office 1 (RID PRO1), Philippine Drug Enforcement Group – Special Operations Unit 1 (PDEG SOU1), PDEA Pangasinan, PIU Pangasinan, PDEU Pangasinan, and Rosales Municipal Police Station (MPS), in coordination with PDEA RO1 resulted in the seizure of 60 grams of suspected shabu valued at Php408,000.00, contained in four heat-sealed transparent plastic sachets, on June 19. In a separate buy-bust operation, Villasis Municipal Police Station, along with the Provincial Intelligence Unit (PIU) of Pangasinan Police Provincial Office (Pang PPO) and in coordination with PDEA RO1, executed a buy-bust operation in Barangay rBarraca, Villasis, Pangasinan,on June 20, 2024 The operation targeted street-level drug activities, resulting in the arrest of two individuals: a 34-year-old driver and a 39-year-old painter from San Jose Del Monte, Bulacan. The suspects were found with 9.3 grams of suspected shabu valued at P63,240.00, contained in nine heat-sealed transparent plastic sachets. A caliber .38 revolver with ammunition was also confiscated All operations adhered to legal procedures, with the presence of mandatory witnesses and thorough documentation. The inventory and markings of the seized evidence were completed on-site. Brig.Gen.Lou Evangelista, regional director, praised the coordinated efforts of the police units and partner agencies involved in these operations. “Our commitment to keeping our region drug-free is unwavering. These successful arrests and seizures demonstrate our dedication to preventing the entry of drugs and ensuring a drug-free safe homeland for our families,” he stated.
