48 BCPO personnel completef Criminal Investigation Course

BAGUIO CITY —  Mayor Benjie Magalong congratulated the 48 uniformed personnel and two non-uniformed personnel of the Baguio City Police Office who completed their Criminal Investigation Course (CIC) at the CIC closing ceremony on July 5, 2024. The CIC closing ceremony was held at the PSSLAI Center of Excellence for Advancement of Knowledge (PEAK) Hall. Mayor Magalong highlighted the significance of criminal investigation in accomplishing the mission of the Philippine National Police. He also expressed his satisfaction for the success of CIC Class No. 02-021-RCOR-2024-024. Certificates of completion and CIC pins were awarded with the Medalya ng Kasanayan being given to PCpl Fausto Junior T. Macli-ing for earning Top 1 and the Medalya ng Papuri to Pat Aldrin L. Faustino and Pat John Christian D Alan for Top 2 and Top 3 respectively. Leadership awards were given to PEMS Janet S. Saipen for being the Class Marcher and PMSg James A. Caday Jr. for being the Class President. The ceremony was also attended by City Director of Baguio CPO, Col. Francisco B Bulwayan, Jr; the Chief of the Regional Learning and Doctrine Development Division, Col.Charles L Domallig; and the Acting Chief of the Regional Special Training Unit-Cordillera, Lt.Col. Arnold C Dugas.

P632-M recovered shabu destroyed in Ilocos Sur

CAMP BGEN OSCAR M FLORENDO, La Union – In a decisive move against drug trafficking, 93 packs of dangerous drugs (shabu), weighing 93,042.52 grams, valued at P632,689,136.00 were incinerated by authorities in Caoayan, Ilocos Sur, on July 8.  Said illegal drugs were those recovered in a series of drug haul in the coastal areas of Ilocos Sur. The destruction of dangerous drugs, held at a secure location, was graced by key officials including Brig.Gen.Lou Evangelista, regional director; Col Darnell Dulnuan, provincial director of Ilocos Sur Police Provincial Office; USEC Moro Lazo, PDEA, Director General; Governor Jeremias “Jerry” Singson; Sanguniang Panlalawigan Member Efren Rambo Rafanan; representative from DOJ and Local Chief Executives from different municipalities of Ilocos Sur. Evangelista highlighted the importance of the joint effort in eliminating drugs from communities, stressing the collaboration among stakeholders and agencies. He highlighted the role of public cooperation in achieving a drug-free Region 1, emphasizing the collective responsibility to safeguard the region’s safety and well-being. The successful operation marks a big step in the ongoing campaign against illegal drugs, demonstrating the region’s commitment to creating a drug-free environment through coordinated efforts and community.

Globe calls on customers to keep their SIM registration updated

Globe reminds its customers to remain compliant with the SIM Registration Act by keeping their data up to date in its online SIM registration platform in case some of their details have changed since they first registered their SIM. The SIM Registration Act, enacted in December 2022, mandates the registration of all SIMs to enhance public safety and security by serving as a deterrent against SIM-aided criminal activity. Cebu Pacific UNICEF renew partnership for change for good

U.S. Peace Corps trains volunteers, PH partners on Management of Marine Protected Areas

Manila, July 5, 2024 — The United States Peace Corps, in collaboration with the U.S. Agency for International Development, conducted a four-day training workshop in Puerto Galera, Oriental Mindoro, on enhancing marine protected area (MPA) management, on June 18 to 21. MPAs are established to conserve and protect diminishing coastal resources.  To address this challenge, the workshop gathered 60 participants, including 20 Peace Corps volunteers, 20 local government representatives from Luzon and Visayas, and 20 fisherfolk leaders, to build their capacity in environmental conservation and protection. During the workshop, national and local frameworks for MPAs were discussed to enhance the participants’ understanding of the legal foundations of MPAs.  Participants explored the ecosystem approach to fisheries management as a holistic method for managing MPAs. They were also introduced to biodiversity assessment tools such as underwater photogrammetry.  The workshop also highlighted “citizen science,” where local communities share valuable, scientific information in biodiversity conservation. Participants explored various funding strategies for MPA management, including the establishment of livelihoods in and around MPAs, and other financing activities such as local government funding and impact loans.  To cap the program, the Peace Corps volunteers collaborated with their local government partners to draft work plans for effective MPA management. “The main thing is bringing this out of the training room and into the communities, to the spaces where all our participants could share their stories, share their strengths, and ultimately work on our main goal as Peace Corps which is partnering together and walking alongside communities as they identify, magnify, connect, and mobilize their strengths for positive change,” Peace Corps Philippines Director for Programming and Training Matthew Tully said. For a more practical approach, participants visited marine and mangrove conservation areas, enhancing their knowledge and appreciation of habitats and communities working within MPAs. The province of Oriental Mindoro and municipality of Puerto Galera also shared best practices from years of experience in establishing and managing MPAs. “I am amazed at how the environment is preserved in Oriental Mindoro. I also learned that the local government has the capacity to include environmental education in their local school curriculum, and I will pursue this back in my municipality,” said Ricky Dela Cruz, Fisheries and Aquatic Resources Management Council Municipal Representative of Carles, Iloilo. Peace Corps volunteers assigned to the Coastal Resource Management sector work with local governments to implement integrated coastal resource management plans and assist coastal communities. Over 9,300 Peace Corps Volunteers have worked alongside Filipinos since 1961.

Baguio dads mull increase in college grant to address decline in grantees

BAGUIO CITY – The Sangguniang Panlungsod is planning to once again increase the educational grant for qualified college students to encourage more applications, as recent reports indicate a decline in the number of grantees. Cynthia Langagan, Acting Assistant Head of the City Social Welfare and Development Office (CSWDO), said since the implementation of the Baguio College Education Financial Assistance Grant (BCEFAG) in School Year 2020-2021, the program had experienced fluctuations in the number of grantees due to various challenges. Initially, the first semester of SY 2020-2021 saw 546 applicants out of a targeted 800. The low number of applicants was most likely due to the impact of the COVID-19 pandemic. Numbers increased to 722 in the second semester. In SY 2021-2022, the first semester had 850 grantees, but this dropped to 627 in the second semester due to financial waivers, non-enrollment, failed grades, and alternative scholarships. The trend of decreasing numbers continued in SY 2022-2023, with 444 grantees in the first semester and 350 in the second, primarily due to the non-submission of documents and failed subjects. SY 2023-2024 saw an increase to 843 grantees in the first semester, indicating improved outreach, but a decrease to 755 in the second semester due to similar issues of non-submission and preference for other scholarships. Emphasizing practical challenges faced by students, Langagan suggested increasing the assistance amount from the current P8,000.00 per semester to at least P10,000.00. She argued that this adjustment would better align with the rising costs of education, including tuition fees that often exceed P25,000.00 per semester, not accounting for other essential expenses like books and transportation. She noted that one reason for the decline in the number of grantees is that other scholarships offer higher grants, prompting recipients to transfer. According to Langagan, there is also a need for an increased budget to accommodate more grantees. An additional P17 million would be needed to support at least 1,000 more students, she said. Langagan also proposed amending the ordinance to allow leniency for students who fail one or two subjects. She deemed this move necessary to ensure these students continue qualifying for assistance in subsequent semesters, thus preventing a decline in the number of grantees. Meanwhile, she acknowledged procedural gaps, explaining that while the CSWDO acts as the program secretariat and coordinates with the Vice Mayor’s Office for committee meetings, formal establishment of school-level scholarship committees has not been fully realized. She cited resource constraints, such as having only one staff member managing program oversight, which limits the ability to conduct school visitations effectively to monitor compliance and address issues like non-submission of requirements. Councilor Betty Lourdes Tabanda stressed the importance of implementing Section 5 of the BCEFAG ordinance which mandates the creation of scholarship committees in every school to manage applications and recommendations. The said provision aims to streamline application processes and ensure equitable distribution of scholarships without excessive bureaucratic burdens. Moreover, Sangguniang Kabataan Federation President John Rhey Mananeng proposed involving universities, particularly their registrars and guidance counselors to make it easier for students to submit their documents and to facilitate a faster and more efficient process. He said this would significantly reduce the workload of the CSWDO. Several members of the city council expressed their opposition to the program’s “politicization” and asserted that there should be no political interference in the screening and selection of beneficiaries. In July 2023, a council resolution was passed to ensure equitable slots for all members of the city council where each council member could refer 25 grantees to CSWDO. Some council members submitted referrals, while others did not utilize their slots despite invitations. Langagan said their office conducts assessments independently but welcomes referrals from city council members and that all referrals undergo the same assessment process. She stressed that their office discourages students from submitting forms through any councilor or politician to avoid any political interference. The BCEFAG was established through an ordinance enacted by the city council in 2019. The recent amendment to the ordinance now permits the acceptance of applications from students residing outside Baguio City but attending schools within the city. It also increased the original grant amount from P6,000.00 to P8,000.00, with the budget adjusted from P10 million to P20 million. Vice Mayor Faustino Olowan noted that despite the approval for a P20 million budget, only P10 million is currently utilized. The city council plans to engage in a dialogue with the Local Finance Committee to determine the feasibility of the proposed budget increase for the program. By Jordan G. Habbiling

Cayetano reassures factual, independent New Senate Building review

Senate Accounts Committee chair Senator Alan Peter Cayetano on Friday,July 5,  reaffirmed the rigorous and independent nature of the ongoing review of the New Senate Building (NSB), in response to concerns raised by former Senator Panfilo Lacson about its negative public perception. “The conduct of the NSB review is factual and independent. Hindi pwede ang suspicion, speculation, assumption, akala,” the Accounts chair said. Cayetano gave this assurance after Lacson released a statement expressing dismay that the NSB project is now seen as a potential symbol of government misuse of funds. Lacson’s remarks followed a recent heated exchange between Cayetano and Senator Nancy Binay, Lacson’s immediate successor as Accounts Committee chair, during a public hearing on the NSB last Wednesday, July 3. In the hearing, Binay disputed Cayetano regarding the project’s total cost which had ballooned to P23.3 billion, a figure that Cayetano said came from Binay’s own team involved in overseeing the project. In his statement, Lacson acknowledged the cost increase from an initial P8.9 billion to P23.3 billion, which prompted Senate President Francis Escudero to call for a thorough review. The former senator also disclosed that he helped facilitate discussions between Cayetano and Binay to ensure a smooth transition in overseeing the project details. During Wednesday’s public hearing, Cayetano reiterated the committee’s commitment to conducting a review aimed at ensuring the highest standards of construction at a reasonable cost. “The goal is to have the best functional and iconic Senate building that will be a symbol of our democratic process of the will of the Filipino people, at the best quality at the right cost,”  Cayetano said.

TONDO, Manila — Higit sa isandaang mga residente sa Tondo, Manila na nasalanta ng sunog kamakailan ang nakatanggap ng tulong mula sa magkapatid na Senador Alan Peter at Pia Cayetano at sa Department of Social Welfare and Development (DSWD), noong Hulyo 3. Nakipagtulungan sa DSWD ang Emergency Response Department (ERD) team ng dalawang Cayetano para maghatid ng tulong sa 127 biktima ng sunog sa Barangay 186 sa ilalim ng Assistance to Individuals in Crisis Situation (AICS) program ng ahensya. Mahigit 15 pamilya ang nawalan ng tahanan matapos ang sunog na naganap noong March 19. Dumalo sina dating SK Chairperson Louise Loleng, Barangay Kagawad Dennise Esteban, at Barangay Treasurer Mark Sylvestre sa aktibidad na ginanap sa covered court ng Barangay 185. Kabilang sa mga nakatanggap ay si Ricky Nelson Pregonero. Aniya, sariwa pa ang pinansyal at emosyonal na pinsalang natamo ng kanyang pamilya at mga kapitbahay dahil sa sunog. “Ang hirap po ng dinanas namin. Talagang back to zero po kaming mga biktima,” aniya. “Salamat nga po at walang nasawi sa pamilya namin sa laki ng sunog na ‘yon – halos 24 hours po. Ngayon nga po medyo may phobia pa po ako sa sunog na ‘yan eh,” dagdag niya. Pinasalamatan niya ang mga Cayetano at ang mga lokal na opisyal ng kanilang lungsod sa “tuloy-tuloy” na suporta na kanilang natatanggap mula nang mangyari ang sakuna. “Maraming salamat po sa matatanggap namin, malaking tulong po iyan sa aming mga biktima ng sunog,” aniya Ang aktibidad ay bahagi ng inisyatibang ‘Bayanihan Caravan’ ng magkapatid na senador, na naglalakbay sa buong bansa upang maghandog ng tulong sa mga Pilipinong nangangailangan at tulungang palakasin ang pinakamahinang sektor ng bansa.

SMC nagbigay ng Leica Cryostat Machine sa Quezon Provincial Hospital Network

LUCENA CITY, Quezon — Pormal nang ipinagkaloob sa Quezon Provincial Hospital Network – Quezon Medical Center (QPHN-QMC) ang bagong Leica Cryostat Machine 1860 na mula kay San Miguel Corporation (SMC) President and Chief Executive Officer, Mr. Ramon S. Ang. Sa ginanap na programa ngayong araw ng Biyernes, Hulyo 5, taos-pusong pinasalamatan ni Governor Doktora Helen Tan si Mr. Ang sa walang sawang pakikipagbalikatan upang makapagbigay ng iba’t-ibang tulong sa buong lalawigan ng Quezon. Ang Cryostat ay ginagamit upang ipreserve ang mga tissue samples gamit ang mababang temperatura, at para rin ito sa mas mabisang pagsusuri ng iba’t-ibang sakit partikular na ang cancer. Ayon naman kay QPHN-QMC Chief of Hospital Dr. Juan Eugenio Fidel Villanueva, ang makinang ito ay malaking tulong upang mapalawak pa ang kanilang kakayahan na magbigay ng tamang diagnosis sa mga pasyente.   Magsisilbi rin itong mahalagang hakbang upang mag-apply ng accreditation training program sa kanilang Department of Pathology.
